Being in my role kinda wears me down - normal? or should I seek change

Recently I've been feeling that some of my peer managers are being hostile to me for no reason. I know I am in a department that pinpoints problems and I lead multi-functional projects to help improve performance. I am beginning to feel that people view me as the enemy telling them what they are doing is wrong, asking them to improve. None of these would be pleasant. Although I always try to set the tone as "I would like to be supportive, you are doing great, and let's look at this together" or something like that. And I never openly criticize their work. But it doesn't seem to soften the blow. I've had people not responding to me, have no time to have a quick meeting. Then I wanted to check in with them later, they said why didn't I tell them, which was shocking, since I kept them informed all along and they were the ones who did not even want to pay attention to me.

It is not all like this, some managers are more friendly and say that what I do is helpful, but I don't see practically how it is helpful to their departments. Not sure if they are just saying it out of being polite, and feel what I do is actually mostly a waste of time. I sense that my boss has a lot of initiatives that she wants to do, but other supervisors don't want to do them and sometime they direct that resistance at me. My boss has generally been very open with me about these organizational issues so I will consult with her. But sometimes I feel maybe because of our department's nature my boss is also marginalized and this landscape is going to make my work harder and harder in the future.

Not sure if it's that my line of work is more or less thankless or maybe I can improve my skills to manage these conflicts better. Wondering if the above feelings are common in any organization.
