My interpretation
- He was brave and held up his character when he admitted his faults: this actually gave him power
- He was too submissive after that because he's been guilt-tripped by the commission to get what they wanted from him. He kind of wasted the power earned by his earlier honesty.
I would have negotiated for a 1 year suspension. Just asking honestly if it would be possible to get a reduction of sentence for first offense and honest contrition.
