Holding out for a potential higher salary job offer when you have received a real but lower offer

Another common situation is when you're between gigs. It always seems to take a while to get traction and then all the interviews seem to land close to each other.
You often have one offer and you feel the higher offer is close.  It often arises when you are interviewing at small and large companies.  The company and recruiter know that if you're interviewing with them you are interviewing with others so they are pressuring you to give an answer.
The high-mach move would be to accept the offer then make up an excuse and reject it once the other company's higher offer came in.  But I remember Lucio saying to avoid obvious A-hole moves and wondered if there was a smoother way to handle it while going for the higher offer
