Reality check - friends NEVER reach out first

I feel this kind of pattern signals a power imbalance. Like these people never reach out even with a message. I understand that they might be busy, but I am busy too. They could have said "Hi" and explain their situation if I ever crossed their minds. Does that mean that I just should let them fade from my life?
I feel also because those people have no regular thing going on with me - that might help but I don't feel like organizing a regular thing just to keep them going. I might need to find other existing social/hobby group to expand my circle.
