I think using qualifying adjectives automatically puts you in the judge role.

Neutral: "Thank you for your email"
Judge: "Thank you for your clear email"
Or when someone shows you their new shoes:
Neutral: "Nice shoes!"
Judge: "You've picked the right shoes! You've got a good taste"
