Negotiating a request with another Team when you don't have a WIIFM

And get the Vendor building that while we work on the design and approval for the second more complicated bit. That's the situation.

He will come back with a million arguments why it can't be done. And I will say no worries of course they know best.
I'm not normally defeatist but given his boss doesn't care about this project I can't see the answer as being anything but 'NO' so I don't see any point in annoying them and wasting political capital. I have asked the question for the 2 biz 'go faster' execs and IT blocked us which they are well used to. Happy to hear other people's thoughts.
