Note: value-adding judge does not equal good judgment:
According to the dictionary Judgment is first and foremost: "the ability to make considered decisions or come to sensible conclusions".
I would said that all consistently effective value adding judges need to have good judgment skills or good judgment, if not they may still have good intentions (they try to add value) but as their verdicts would be usually wrong as a consequence of poor judgment ability and process, they will not be able to help you that much, they may even make you feel good by too optimistic appraisal of the situation, with very bad consequences in the long run if they are your #1 or only source of feedback.

Yes, true.

Consider though that if he even reached a judge role in the first place, chances are that, be it in the specific environment of reference, or in general life, he is more advanced.

yes thats true and more so when many people consider this person a judge.

it is just so that some misguided people select very bad candidates for the role ( or let the wrong people steal that role)

so it may be helpful for some to think about all the criteria that must be taken into acount to make a better selection.
